A better healthcare system

We acknowledge the hard work that frontline staff in the health service face on a daily basis. We believe that reform will be delivered by working with frontline staff so that healthcare can become safer and more efficient.

We will reform the HSE along the lines recommended in the Sláintecare report. At every stage we will consult with staff on providing the best care at the most accessible level while ensuring that taxpayer funding is optimised.

Fianna Fáil’s plan to reform health service delivery

  1. Increase morale

    Improve morale in the health services by implementing change and tackling the challenges rather than the staff.

  2. Corporate oversight of the HSE

    Ensure that the re-established HSE Board will provide a robust corporate oversight of the HSE.

  3. Accountability

    Introduce accountability legislation for HSE staff.

  4. New disclosure legislation

    Introduce mandatory disclosure legislation to ensure that all patients receive all information about their own diagnosis.

  5. New Office for Budget Responsibility

    Put in place an Office for Budget Responsibility for Health to oversee health spending and scrutinise how it is spent.

  6. Multiannual funding

    Introduce a multiannual funding for our health services.

  7. Rebalance hospital governance

    Provide for the rebalancing of hospital governance so that there is greater clinical involvement in management.

  8. Full, open consultations

    Direct the Director General of the HSE and Ministers and officials from the Department of Health to undertake a full and open consultation with the Joint Oireachtas Committee on Health on what is required to meet both demographic demands and unmet needs.

Tackle Waiting Times

We will expand the Treatment Purchase Fund to reduce waiting times and use it for outpatient waiting lists as well.

Prioritise Mental Health

We will give mental health parity of esteem with physical health and dramatically improve Child and Adolescent services.

Tackling Hospital Overcrowding

We will increase hospital capacity to meet growing demand and provide greater supports, along with more beds, for those who need it.

Expand Primary Care

We will make access to primary and community care a priority.

Reducing Health Costs

We will reduce those costs that stop people accessing needed care.

Reform Health Service Delivery
